These machines run way too fast to cut steel.
All you will do is burn up cutters.

That is HIGHLY dependant on the rigidity of your particular setup. Low RPM, shallow DoC, cooling/flow and patience is the key. Get end mills intended for hard metals and follow the chip load suggested for that particular end mill.
