What is the Bottom of the Z

I am installing the X-Carve Upgrade: Z Axis Kit. What is considered the bottom of Z?

The directions says the following:
“For short bits or thin work, mount the Z a little below the bottom of the X-Carriage. For longer bits or thick workpieces, mount the bottom of the Z flush with the bottom of the X-Carriage.”

well, if you use small cutter more often then set it with option #1

I set mine flush with bottom and use a 1/2" secondary waste board when I plan to use smaller cutters.
