No. The iPad doesn’t work as a USB host device and can’t control other devices directly and there isn’t a driver for the Arduino.
You can connect a small single board computer to the machine which has a network interface, then control it remotely using the iPad over a network though.

Cool are you talking about about a raspberry pi type single board? and what software would you use, i was wondering about this but dont know enough about what kinds of s/w you can run on these devices. thanks in advance for any help…

Yes, a Raspberry Pi is the typical sort used.
