Surface finish issues in 3D carves

Continuing the discussion from 3D Dragon carve in red oak: Any thoughts or input would be appreciated. I have been having some issues with “ripples” in the surface of 3D carves. Other people have mentioned having them when they cut too fast. So ultimately slowing down will probably be the fix for the issue but I want to try to figure out what exactly is going on to see if it is a symptom of an issue I can fix.
